Katrina Southard was appointed to the Federal Reserve Bank of Kansas City’s Community Development Advisory Council on January 1, 2026. Southard serves as the center director of business expansion and commerce engagement for the Oklahoma Small Business Development Center Network. Southard previously served as the executive director of the South-Central Oklahoma Workforce Board and has more than 30 years of experience in workforce, community and economic development. She is a past president of the Oklahoma Workforce Association and the past chair of the Oklahoma Southwest Alliance, a 20-county economic development consortium.

Southard is a Paul Harris Fellow with the Chickasha Rotary Club and former member of the board. She served on the board of directors of the Stephens County United Way. Southard is a private pilot and past chair of the Oklahoma Chapter of the 99’s, an international women’s aviation organization honoring Amelia Earhart and other pioneering women in aerospace and aeronautics.

Southard holds an associate’s degree in design drafting and a bachelor’s in engineering technology from Cameron University. She is a graduate of the University of Oklahoma’s Economic Development Institute, Leadership Chickasha, Leadership Duncan and the Washita Valley Leadership Program.
