Todd Mackey is vice president of Payments System Research and the Human Resources Technology Center (HRTeC). Mr. Mackey joined the Bank in 1997 as an analyst in the Payments System Support Department. He held various positions in the Payments System Support, Retail Payments, and Customer Relations and Support Office (CRSO) functions prior to being appointed assistant vice president of the CRSO in 2002. In 2005, Mr. Mackey assumed responsibility for the Customer Contact Center. With his transfer to the Application Support Department in 2007, he assumed additional responsibility for the PeopleSoft Programming Support function and the E-Apps development initiative.

Mr. Mackey transferred to the Banking Studies and Structure Department in 2008, and in 2009 also assumed responsibility for the SRM Administrative Services and Information Services departments. He transferred to the Human Resources Technology Center (HRTeC) in 2010, and served as assistant secretary to the Conference of First Vice Presidents (CFVP) in 2010-2011. Mr. Mackey was named vice president in his current role in June 2012. Mr. Mackey holds a Bachelors degree from Georgetown University and a Masters degree from George Washington University.
