Scott Hoversland was appointed to the Federal Reserve Bank of Kansas City’s Community Development Advisory Council on Jan. 1, 2022. Hoversland is executive director of the Wyoming Community Development Authority (WCDA) in Casper, Wyoming. The WCDA raises capital to finance affordable housing. Its Single-Family Mortgage Purchase Program for first-time homebuyers is its largest program. WCDA also administers several major federal affordable rental housing programs.

Hoversland serves on the board of the National Council of State Housing Agencies, which support the efforts of the nation’s state housing finance agencies, in addition to serving as the president of the Habitat for Humanity affiliate located in Casper. Hoversland is also a graduate of the Leadership Wyoming Class of 2015.

Hoversland has a Bachelor of Science in accounting from Montana State University-Billings and is a Certified Public Accountant.
