Biography
Shelly Marquez joined the Federal Reserve Bank of Kansas City’s Denver Branch Board of Directors in 2025. She previously served on the Bank’s Community Development Advisory Council.
Ms. Marquez joined Mercy Housing in May 2022 as the president of the Mountain Plains region. Mercy Housing Mountain Plains is an affiliate of Mercy Housing, the nation’s largest affordable housing nonprofit, and serves seven states: Colorado, Arizona, Utah, Nebraska, Iowa, Missouri, and South Dakota. The region has forty-three affordable housing developments and serves over 3,500 residents who call Mercy Housing home.
Ms. Marquez leads the region’s operations, which includes real estate development, resident services, and fundraising. The team is focused on new affordable housing development and preserving existing affordable housing. They provide resident services to Mercy Housing residents with programs focused on housing success, health and wellness, financial well-being, out-of-school time, and community engagement.
Ms. Marquez has over 35 years of experience in the financial services industry, including affordable housing and commercial lending experience. She is a thought leader in financial health with deep expertise in asset building, particularly in underbanked communities.
Ms. Marquez holds a Bachelor of Science degree in business administration from Colorado Christian University. She currently serves as the board chair for the National Association for Latino Community Asset Builders, the board chair for Colorado Gives Foundation, and is a board member for Colorado Access.
She and her husband, Mark, reside in Littleton, Colorado, and have two adult daughters and a granddaughter.
